I understand that HiFi Rose recommend to just put the RS250 on standby mode. However, the chassis of the unit is a bit warm. Is this normal and safe? Or should I totally put it to power off if not in use?

First of all, the RS250 may generate heat at a warm level (atmospheric temperature + 2~3 degrees) during use. In addition, since the power supply and CPU are alive inside, some heat may be generated even during standby mode.
However, if you feel the heat, you can see that there is a problem.
Since heat accumulates, ventilation must be well-ventilated, and it may accumulate with the heat of other products at the bottom of the product.
If you are worried about being warm, you can use it with the power off completely and there is no problem at all.
