I have done some searching and found an answer regarding native dsd. If i understand correctly, neither device plays a roon stream dsd file natively. Instead it converts it to pcm and within the DoP container.
If you do the exact same thing with the matrix audio mini-i 3 pro, it plays the file natively within roon.
I only bring up the matix unit because it has the same dac as the 250, the ESS ES9038Q2M.
Is it safe to assume the reason for the conversion to PCM in the 250 is software related and not hardware or is it a difference in design? If software, it then could be fixed. If design, there is low probability of a fix and as such all potential buyers should understand this is how their unit will perform.
I am interested in purchasing a one of the Rose streamers but wont until i can get a better understanding of this issue. If its software and its on the radar to be addressed in the future that would be good enough.
I may have gotten it wrong but if one of the streamers (either 250 or 150) does process streaming via roon natively (and doesnt convert to PCM), please let me know. This information is not addressed in the manual and is not readily found in a deep search.

I have a RS150 and Roon - and I stream all my files native to the RS150.
First time I hear that only DoP would be supported. Where did you read this?
This is what Roon gets from the ROSE with standard Values.
PCM = up to 768kHz
DSD = up to DSD256 (and this is native).

If its true that neither the 150b or 250 supports native usb streaming via roon, why does it say it does in the manuals?

No - this is not true - this looks like someone did not proper (green arrow) configure the Roon Core.
Here’s an Expample with my Roon (on an Windows Intel NUC), and the Rose RS150 connected via USB.
DSD Playback is set to native - all Files play with no issue or any conversion.
On the Rose screen looks like this, when Streaming a DSD instead of using USB DAC.
For me - both ways do work.

No worries - we all learn everyday something new - and Roon is not clear for everything. sometimes it takes a while to understand how things are working, I suffered the same as you did.
Asking here also and again:
I see here a misunderstanding in using the Rose device as USB DAC or using an external USB DAC with it.
If you’re using the RS150 or RS250 as Roon endpoint, than DSD256 is the max (and not DSD512), because Rose uses with Roon always DoP.
If you connect than an external USB DAC, then this DAC must support DoP and also here you’ll limited normally (depends on the DAC) to DSD256.
