Location screen is empty

If I want to set location for the weather it says select location but the screen is empty.
However, when I touch the empty screen a window pops up with foreign cities, in this case Germany

How can I set it to Amsterdam or another dutch city??

When I tick on the empty screen a menu pops up but with the wrong location, see picture
