I have forwarded this to the PC RoseConnect app development staff. He said he would definitely fix the issue and distribute it in the next update.

I have RS130 and stuck on update “rebooting 100%”
What can I do ?

Solved. Just turn off and on. Will reboot and continue update and DONE.
