I press Confirm, the unit restarts, but the same message shows up again.
How can I properly update the firmware?

Have you tried doing a factory reset?
I’m going to assume that if you did a factory reset, then get this message again, you should be able to perform the update.

Yes, I performed a factory reset (twice) but it still keeps showing up.

Well if you want the notice to stop… You can ask that it doesn’t show you the memo again.

We have confirmed that there are users in Korea experiencing the same issue as you.
We attempted to fix the problem remotely, but it could not be resolved, so we plan to collect the user’s RS151 unit in Korea for further inspection.
Until the issue is fully resolved, please check “Don’t show again” to prevent the popup from appearing.
