Sfp connection taking too long and NO DAC FOUND

Why does SFP connection take so long to recognize? Mine takes few minutes before it says NO DAC found everytime

Does the same symptom occur even if you factory reset your RS130?
RS130–>Settings–>System settings–>Factory reset
